HAITI- - RAPID ACTION FORCE TEAM ( RAFT ) And ROLE OF THE NEW FORCE IN HAITI / Joel Deeb.

We need to prepare a new ( Rapid Action Force Team ) (RAFT).

We will realize that if these troops are carefully selected, trained and well paid, they will be the solution to a growing civil disorder. Haiti is a poor country, with a lot of crime, several radical gangs, a new wave of smugglers, and a growing tendency toward terrorism.The National Police Force of 10,000 is poorly paid, corrupt, ill-equipped, and not very effective in maintaining order as stated by many experts.


UN Experts could start recruiting and trained such force.
The recruits of the new force would be for a period of 2 to 3 years, recruited from the police, ex soldiers and from our young graduates of high school.

The constant infusion of new manpower not only reduces the chances of corruption, but keeps the force fresh. Once that 2 to 3 years has ended, they would be reassigned back to the police.

Police officers going back to their old assignments feel a lot better as well, as they have seen what honest and well executed policing can accomplish. It is hoped that the long term effect on the police, especially, will be positive.

ROLE OF THE NEW FORCE in Haiti
1.IS to serve the people effectively in maintaining PUBLIC PEACE AND PROTECTING THE RIGHTS, LIVES AND PROPERTIES OF THE CITIZEN in accordance with the established law of the land.

2. The Special force training instructors shall therefore strive their best and make all possible attempts to provide COMPREHENSIVE QUALITY TRAINING to all trainees and inculcate in them a sense of RESPONSIBILITY AND LEADERSHIP by respecting human and social values of the society in the service of the people.

3. Further, the trainees shall be prepared to meet the people expectation in full CONFIDENCE COURAGE AND DEDICATION with a high degree of DISCIPLINE AND INTEGRITY in discharge of their BONAFIDE DUTIES in conformity with the motto of Haitian Army :( SECURITY, SERVICE and SACRIFICE ) to the Country.

The New force should be trained in: Low intensity Conflict to better understand the terrorism of gang threat
Terrorism of Gang Threat in Low-Intensity Conflict is intended for the understanding and also for Recruits in the new force that will be, assigned to units or staff activities that have to oversea missions, such as peacekeeping forces, military groups, mobile training teams or participants in training exercises hold in low-intensity conflict areas. The course should also train the recruits to better understand the terrorism of gang threat.

Anti-Gangs Course
The Anti-Gangs Course is an intensive course which gives its recruits an introduction to gangs and terrorist operations as well as instruction in self- protective measures and hostage survival techniques. Recruits also learn to teach others what they have learned, and so they can give anti-gangs instruction to the next or new units. This course and Individual gangs and terrorism Awareness can also be taught to the police special units the likes of Swat as well as other special units.
