A BETTER HAITI IS POSSIBLE. Caribbean Intelligence! It has been circulated to the grapevine that the well known Caribbean net news columnist Jean H Charles is taking steps to becoming the next President of Haiti in seeking a mandate from the Haitian electorate in the forthcoming elections of November 2010 through the Diaspora born political Party OLAHH (Organization for the Advancement of Haiti and of Haitians) as well as the synergy of other major Haitian political Party. He has already gained in Haiti the confidence of the popular leaders of the masses as well the trust of church leaders to lead them and the Haitian people to a Haiti that could! They have found themselves in his vision for a better Haiti. Jean H Charles is a graduate of Columbia University (School of Social Work) as well as Tulane University (School of Law.) He obtained his undergraduate degrees at the State University of Haiti with a concentration in Law and in Diplomacy before migrating to the United States in September 1969. He has been active in Haiti but also in the United States where he was the incubator of several multi service organizations such as HAUP, Alliance des Émigrés, Haitian Neighborhood service Center, helping the new immigrants to accommodate better in the United States. In Haiti, Jean H Charles has tried to sensitize, to no avail, succ essive Haitian governments, since the aborted election of Gerard Gourgue in 1987, to start the development of Haiti from the bottom up, beginning with the development of the rural counties. Such policy would have prevented the slums proliferation in the cities and the illegal travel to Florida and to neighborhood islands of desperate Haitians seeking to make a better life for themselves and for their families. As such he is now engaged in creating a Haiti that shall become hospitable to all through his three steps plan: -a nation to build without the culture of social, political and economic exclusion towards rural Haiti; -a country to construct from the rural county to the capital; -a Haiti proud and prosperous that regain its tradition of service and leadership to the Caribbean to Latin America and to Africa. Fellow columnist and the conscience of the Caribbean, Anthony Hall put it well in describing Mr. Charles, "no one does it best as Jean H Charles in describing the ailments and exposing a reasoned solutions for the problems of Haiti." Can Jean H Charles save Haiti? He has the background, the character and the stamina to lead a gentile coffee au lait revolution that will transform the minds and the hearts of Haitians as well the friends of Haiti all over the world to reconstruct this most ravaged country into the pearl of the Islands that once was its surname! He told CNN he is counting on the good will of the entire God's People to reach his goal and lead Haiti into the bliss of beatitude through education, ethical principles, hard work and creativity. Haiti as well as the international community would do well to support Jean H Charles in his quest to lead the country into growth and development. Better days are ahead for Haiti! This gallant country, this refined and learned gentleman needs the support of us all. The Plan to rebuild Haiti By Jean H Charles 1- A nation to build without the culture of social, political and economic exclusion against the majority of the population with affirmative actions on behalf of the des perate ones and confidence and security for all. 2- A country to construct from the rural county to the capital with the infrastructure and the services compatible or at par with the most industrialized nations. 3- Haiti proud and prosperous that care for its unfortunate citizens abroad, organize the return of the fortunate ones while coming back to the leadership and the tradition of service to the Caribbean, Latin America and Africa. Development Slogan: Hands in hands to create a Haiti hospitable to all 1- A nation to build in extorting the culture of political, social and economic exclusion against the majority of the population while injecting the sense of a moving solidarity. Affirmative actions on behalf of the desperate ones such as education, for all, public health everywhere, decent housing for each by clearing the slums and incubating micro or mini PPP public private partnerships. 240 millions dollars. 2- A country to construct from the bottom up. Part one: Urban and rural renewal: 750 million dollars. - 500.000. $ Per year to build the villages in the rural 565 rural counties asking each ONG to adopt one or two rural county …. 300 million dollars - 1 million for the urban renewal of the 140 towns20of the country offering to the regional organizations of the Diaspora the opportunity to participate in that renaissance… 150 million dollars - 10 million for the urbanization of the 10 big cities (with 10 million more for Gonaives to compensate for the destruction caused by three hurricanes recently). We will link and actively stimulate each major city of Haiti to develop a corresponding sister- sister relationship with other cities in the world. 110 million dollars - 100 million dollars for the urbanization of the capital Port au Prince - 100 million dollars for the environmental infrastructure for new eco tourist cities in the coves of coastal Haiti. Part two: the infrastructure: 800 million dollars - create 8 public-private entities (PPP - Public, private, partnerships) to build and maintain the major infrastructure such as: water, electricity, roads, ports, airports, telecommunication, irrigation, affordable housing as well as a controlling entity to insure equity, accountability and efficiency. Part three: revamping the state service institutions: 900 million dollars - Offer to the population services in education, (it will be the business of the State to provide quality education for all) health, security, economic stimulation, habitat, tourism, culture, etc in their own environment. Part fourth: Anti-corruption and quality control unit; 210 million dollars - Protect the development program against corruption- graft- waste and nepotism while insuring quality control in all the projects. 3- A Haiti proud and prosperous invol ved in international initiatives. 100 million dollars - Help the Diaspora in difficult situations in foreign lands and facilitate the return of the retirees in their homeland. - provide the Haitian people with cumulative nationalities all the rights, the privileges and the responsibilities of a Haitian citizen at home. - Since the University will be free at all levels, the graduates will be required to provide two years of paid social service in Haiti or in a country in the Caribbean or in Latin America or Africa providing technical services in the context of international solidarity of the Haitian people with the rest of the world. Grand total: 3 billion dollars. Synopsis of Revenue: 1- Taxation at home and abroad: we will enter into an agreement with the foreign governments with large Haitian Diaspora to provide credits for the portion of tax paid to the Haitian government. At home we will institute a proportional taxation system that include everyone rich and poor citizens. 600 million dollars 2- Haiti International foundation. We will facilitate the contribution of Haitians with foreign passports in the building of the new Haiti through donations with personal deduction to the foundation to rebuild Haiti. 500 million dollars 3- Monetization of the country national resources. We will monetize the state enterprises resources as well as the natural resources of the country, material of construction and others mines such as rock, sand, carbonate of sodium that are taken now without pay to the sovereign coffer. 500 million dollars 4- Haitian bond through Wall Street debentures. We will ask Wall Street to float a series of bond to support the infrastructure expenditures. Since they will bring major revenue to the State, we will back those funds with the good name of the government as well as with the expected revenue from the ports, the airports and the roads of Haiti. 400 million dollars 5- International cooperation. We have been receiving in average the amount of money shown below in bilateral and multilateral cooperation. We will insure that such contribution is not wasted and is well coordinated to bring about the maximum of impact for the macro and micro economic growth of the country and the citizens of Haiti. 800 million dollars 6- Debt swapping for nature. We will apply through the environmental organizations for grant, debt exchange and carbon credit to initiate a massive environmental renaissance of the Republic of Haiti. Our goal will be to create a natural corridor of parks, greenery and reserve space from the north to the south of the country. We will ask each and every one of the 565 rural counties to reserve a set amount of green space that will serve as a giant park that will cover a major portion of the superficies of the country. 100 million dollars 7- Millennium grant challenge we will apply through the US Millennium grant challenge organization for funds to support the novel initiatives in public health, women rights, poverty reduction, environmental degradation and ecological renewal. 100 million dollars Total: 3 billion dollars |
