Dubuque man charged with sending obscene material to a minor

A Dubuque man who runs mission trips to Haiti has been arrested for sending nude pictures of himself to a juvenile Haitian male.

Robert A. Buss, 49, of 1975 W. Third St., turned himself in this morning on a charge of dissemination of obscene material to a minor, a serious misdemeanor.

Assistant Dubuque County Attorney Chris Corken said Buss ran the Haiti trips for St. Anthony's Catholic Church and was involved in youth ministry. She said the police are still investigating the incident and that the alleged sex acts are under investigation by the federal government.

According to court records, Buss had been sending nude photos of himself to a minor that he had met in Haiti during one of his several missionary trips to the country. Police were provided email records, Facebook messages and photos that had been sent between Buss the male, who is now 18 years old, but was 16 at the time Buss started sending photos in 2011. The photos that were emailed showed Buss nude.

Police executed a search warrant at Buss' residence and found numerous computers and storage devices that were seized for analysis.

Buss ultimately admitted that his computers would contain pornographic images of himself and other men, including the juvenile in question. Buss admitted that he engaged in sex acts with the male in April 2011.

Corken asks that any parents or individuals with concerns call the county attorney's office.
"He's had access to a lot of kids," Corken said.
