Haiti : Un américain accusé de pédophilie, autorisé à diriger 3 centres d'accueil pour enfants à Port-au-Prince et à Jacmel.

Il existe à Port-au-Prince et à Jacmel trois (3) maisons d'accueil pour enfants qui représentent trois (3) foyers d'exploitations sexuelles. Aux dires de plusieurs jeunes qui ont fréquenté ces établissements, ces trois (3) » Maisons Saint-Joseph pour Enfants » réunissent un nombre important d'enfants de rue venant du Centre d'accueil de Carrefour, des bidonvilles de la Capitale et des villes de province. Elles sont dirigées par Michael Geilenfeld, un religieux au passé ombrageux qui est accusé d'abus sexuels sur des enfants démunis d'Haïti.

Sa tactique est connue. Il habitue les enfants à des attouchements corporels allant de simples caresses des membres, des parties du tronc, des fesses, jusqu'à la sodomie. Son chien méchant appelé Micky lui servait d'arme privilégiée pour intimider ses victimes. Plusieurs anciens de Saint-Joseph Home For Boys rapportent avoir été mordus par ce chien sur l'ordre de Geilenfeld.

Des pratiques d'abus sexuels et d'exploitation qui ont provoqué plusieurs mouvements de protestation en 1983, en 1991, et en 2005. Des jeunes danseurs des centres d'accueil Saint-Joseph, en déplacement aux Etats-Unis, ont fait des déclarations dans la presse Américaine dénonçant des abus sexuels de Michael Geilenfeld. Des victimes ont été jusqu'à déposer une plainte formelle, au Consulat Américain de Port-au-Prince, contre leur Bourreau. Ils ont indexé Michael Geilenfeld. Madame Déjean de l'IBERS a été informée à 4 reprises, selon ses témoignages.

Geilenfeld a été traîné devant la justice haïtienne, ses accusateurs critiquent son influence sur des juges, de grands avocats de Port-au-Prince, des policiers, et le comble, sur des officiers de l'Ambassade des États-Unis à Port-au-Prince.

Pourtant, des missionnaires américains ayant travaillé dans les différents Centres d'Accueil Saint-Joseph d'Haïti ont rapporté des faits compromettants allant dans le sens des témoignages des victimes. Mary Kolhaas et Mitchelle Finch sont deux américains qui ont eu le courage de mettre leur témoignage sur papier par devant un notaire Américain en janvier1991. (

Le nombre de victimes se compte par centaines. En 28 ans, ils sont nombreux ceux qui déclarent avoir connu les assauts de Geilenfeld. Lors d'un voyage d'enquête à Port-au-Prince, Réseau Citadelle a rencontré environ une douzaine d'adultes, anciens enfants de Saint-Joseph Home for Boys. Les récits sont les mêmes: Geilenfeld leur a caressé le cou, la figure, le ventre, les fesses, il les a pressés contre son sexe en érection, et finalement les moins violents, ou les plus naïfs, ont été sodomisés. Parfois, il utilise des haïtiens pédophiles et surtout bisexuels, membres de son staff, pour les premières attaques sur les enfants fraîchement arrivés.

Les victimes de Geilenfeld sont réparties partout à travers le monde: États-Unis, Europe, Amérique du Sud et Haïti. Après plusieurs tentatives pour stopper cet homme puissant, ils perdent confiance dans la lutte et voient en leur bourreau un homme intouchable au-dessus de la loi, grâce au pouvoir de l'argent. Les jeunes rencontrés sur le dossier n'ont pas cessé de répéter le fameux proverbe de Madame Déjean: "Lajan fè chien danse".

Plusieurs sont morts dans des conditions troublantes, d'autres ont tenté le suicide, la grande majorité s'est réfugiée dans le silence de l'impuissance.

Cependant, avec l'annonce de la condamnation de Douglas Perlitz à Connecticut le 21 décembre 2010, ces jeunes marqués par les abus subis dans les Maisons Saint-Joseph reprennent confiance. Ils nous ont contacté pour les aider à relancer la campagne pour que justice soit faite.

C'est dans cette perspective que nous avions interrogé les plus déterminés et lancé, avec l'aide d'amis américains, une enquête journalistique et un plaidoyer, en vue de forcer les autorités concernées et les membres du Conseil d'administration de "Hearts with Haiti", l'ONG américaine qui supporte les activités de Michael Geilenfeld, à faire la lumière sur les accusations répétées d'exploitation sexuelle des enfants.

Faut-il signaler que plusieurs pédophiles recherchés par la justice pour abus sur des enfants haïtiens ont passé un bon moment avec Michael Geilenfeld. C'est le cas pour Michael Brewer, Thony, Phillip Morris -homosexuel marié à un jeune garçon haïtien en Angleterre et de John Duarte, un prêtre catholique condamné au Canada pour pédophilie en Haïti.

Comment un tel homme peut-il avoir l'autorisation administrative et morale pour continuer à diriger, en toute quiétude, 3 maisons d'accueil pour enfants? Quel réseau se cache derrière Michael Geilenfeld?

3) Get out of the way of law enforcement professionals. Forensic investigators are specially trained to investigate child abuse and to interview child sexual abuse victims.

The execution of this investigation will remain fully objective and independent.  Therefore, Hearts with Haiti will have no further comment on the matter until the Board has received the report, in which Hearts with Haiti will have no input.
In addition, Hearts with Haiti is aware that the United States government has also been investigating the allegations.  Hearts with Haiti and the St. Joseph Family will continue to cooperate with the authorities of the United States and Haiti.
Mr. Davis? unauthorized use of the same mass distribution list used by the St. Joseph Family to send updates on the outstanding achievements of this ministry is unfortunate and disreputable.

I have visited St. Joseph's Home for Boys in October of 2010 and October 2011. Upon returning several weeks, I learned about the sexual abuse allegations regarding Mike Geilenfeld. I have talked and exchanged many emails with concerned people on both sides, read postings on the internet. I am convinced that at minimum, Mike Geilenfeld and the St. Joseph communities need to be thoroughly investigated.
I have many questions. Please forgive my long list of questions.
· Is the Haitian Govt. investigating Geilenfeld?
· Is the US Govt. investigating?
· Are the two governments cooperating?
· If Geilenfeld is an offender, how has he been doing it for so long and getting away with it?
· Hearts With Haiti Foundation (located in North Carolina, USA) raised $500,000 in 2007, $250,000 in 2008, $400,000 in 2009, and $2 million in 2010 (see this report ). St. Joseph's has a $6 million capital campaign underway to rebuild two orphanages (St. Joseph's Home for Boys and Wings of Hope). Does it cost this much in Haiti to build two orphanages?
· How about operating costs - could they be as much as $500,000 a year for three orphanages (Trinity House as well).
· If Geilenfeld is an abuser, how much does it take to buy off the social services (IBSER)?
· Is he paying people off to look the other way?
· Who inspects the orphanages in Haiti?
· Is any governing body, the IBSER perhaps, inspecting the St. Joseph's orphanages?
· If so, can you get a report proving that St. Joseph's has been inspected?
· St. Joseph's claims the IBSER as well as the US Embassy exonerated Mike Geilenfeld in 1991 when he was accused of sexual abuse. Do you have official documents that reflect this claim?
· Why don't graduated orphans speak out against him, if they have been abused?
· What can naive Americans do to facilitate stopping sexual abuse as is alleged against Mike Geilenfeld?
 
· John Duarte signed a letter written in December of 1990 defending Geilenfeld against sexual abuse charges. The newspaper articles I have read say Duarte was convicted for sexual abuse he committed in Port au Prince and Labodie. One article I found says Duarte helped at a mission in Port au Prince in the early 90s. Was this mission St. Joseph's?
 
· Are Duarte and Geilenfeld part of a network of "humanitarians" in Haiti perpetuating sexual abuse crimes?
 
· Have you met Don Lojoie of Windsor Star (Windsor, Ontario). He wrote about the John Duarte case in Labadie and Cite Soleil. I hope you two collaborate. Please call him.

Dear Mr. Hamlyn,

Fully Independent and Objective Investigation?
Two days ago you made the following announcement: "On November 6, 2011, the Board of Trustees of Hearts with Haiti voted unanimously to commission an independent and objective investigation of the allegations against Michael Geilenfeld and the St. Joseph Family…the execution of this investigation will remain fully objective and independent."
Yet, in the same letter you say, "Hearts with Haiti remains supportive of Michael (Geilenfeld) and of the St. Joseph Family, and believes strongly that that the St. Joseph Family Homes are safe and positive places for children."
Do you hear yourself? You've issued the verdict before an official investigation by law enforcement professionals has concluded.
In a separate letter, Pastor Rick Barger, Founder and Executive Director of the Haitian Timoun Foundation, makes a different point: "…We believe…that even the slightest allegation of abuse should be reported to the proper governmental agency or their designated agent for investigation. We hold less faith in non-governmental investigations as such processes are often subject to detractors…because of the current investigation, we have suspended fundraising efforts for them pending a clean exoneration of all charges."

The Voices of the Victims of Child Sexual Abuse Will be Heard
Like you, Rev. Barger maintains his support for Mr. Geilenfeld:"We have long been aware of the 20 year accusations against Michael Geilenfeld. We are also aware that there has not been one investigation that failed to clear him of all charges."
I am not entirely sure what Rev. Barger means by "20 year accusations" (I think he means twenty year-old accusations), but to clear matters up, the allegations of child sexual abuse being brought against Mr. Geilenfeld span a period from 28 years ago to the near present.
(N.B. One wonders how many child sex abuse allegations, no matter how long ago the abuse is alleged to have occurred, an individual can have on his or her resume before the Hearts with Haiti trustees disqualify such a person from having access to children at your orphanages in Haiti.)
Sadly, Mr. Hamyln, neither you nor Rev. Barger make any mention of the courageous individuals who have put aside their own desire for privacy to testify that they were raped and sodomized by Mr. Geilenfeld when they were children.

Protection and Safety of Abuse Victims and Witnesses
Before I continue, I want to make it very clear to you that you and your fellow HWH board members are to be held responsible and accountable for the safety and well being of the abuse victims, witnesses, supporters and others who have information about crimes being committed against children by Michael Geilenfeld.
As trustees, you are mandated to oversee the care and well being of the children at the St. Joseph 's Homes. Therefore, you must immediately suspend Mr. Geilenfeld from his duties in Haiti and return him to the United States until such time as law enforcement authorities have completed their investigation. In addition, you must ensure that Geilenfeld is not able to threaten or intimidate victims and witnesses, as he has done over and over again in the past.

I have already likened your 'fully objective and independent"investigation to a 'Kangaroo Court."
Here's what you must do:

· If Geilenfeld is an abuser, how much does it take to buy off the social services (IBSER)?
· Is he paying people off to look the other way?
· Who inspects the orphanages in Haiti?
· Is any governing body, the IBSER perhaps, inspecting the St. Joseph's orphanages?
· If so, can you get a report proving that St. Joseph's has been inspected?
· St. Joseph's claims the IBSER as well as the US Embassy exonerated Mike Geilenfeld in 1991 when he was accused of sexual abuse. Do you have official documents that reflect this claim?
· Why don't graduated orphans speak out against him, if they have been abused?
· What can naive Americans do to facilitate stopping sexual abuse as is alleged against Mike Geilenfeld?
· John Duarte signed a letter written in December of 1990 defending Geilenfeld against sexual abuse charges. The newspaper articles I have read say Duarte was convicted for sexual abuse he committed in Port au Prince and Labodie. One article I found says Duarte helped at a mission in Port au Prince in the early 90s. Was this mission St. Joseph's?
· Are Duarte and Geilenfeld part of a network of "humanitarians" in Haiti perpetuating sexual abuse crimes?
· Have you met Don Lojoie of Windsor Star (Windsor, Ontario). He wrote about the John Duarte case in Labadie and Cite Soleil. I hope you two collaborate. Please call him.

Défaite héroïque des Haïtiens

Ce samedi 8 juin 2013, au Sun Life Stadium, la Sélection nationale senior a affronté en amical son homologue espagnole. Les coéquipiers de Jeff Louis ont été battus par les champions du monde sur le score de deux buts à zéro. Dès la 8e minute de jeu, Santi Carzola a inscrit le premier but et à la onzième minute de jeu, Cesc Fabregas a corsé l'addition en inscrivant le second but. Malgré les tentatives de Jeff Louis, la première période s'est achevée sur ce score.

Au retour des vestiaires, les Haïtiens ont multiplié les actions afin de réduire le score. Mais les attaquants n'ont pas pu trouver le chemin des filets. N'était-ce la chance, à la 70e, les grenadiers pouvaient encaisser un troisième but parce que le cuir de Soldado a fini sa course sur la base du poteau droit de Frandy Montrevil.

À la 75e, Wilde Donald Guerrier a passé en revue la défense espagnole et le gardien Reina pour réduire le score pour le plus grand bonheur de tout un peuple (2-1). Le joueur de l'America en conférence de presse d'après match a dédié son but à son enfant.

Dear Mme Villedrouin,

By way of introduction, my name is Paul Kendrick, and I am a long time advocate for the protection of children. For the past four years, I have been immersed in helping and supporting the orphaned Haitian street children who were sexually abused by U.S. citizen, Douglas Perlitz, at Project Pierre Toussaint in Cap Haitien, Haiti.

Two years ago, I became aware that allegations of physical and sexual abuse of children had been reported during a twenty-five year time period against Director Michael Geilenfeld, Executive Director of the St. Joseph's Family of Homes in Port au Prince, by former residents of the St. Joseph's Homes.

Two months ago, a former Wings of Hope resident who has severe cerebral palsy fled to the United States and is now seeking asylum for fear that he will be harmed by Geilenfeld or Geilenfeld's employees if he returns to Haiti.

Hearts with Haiti, a North Carolina based non-profit organization, provides large amounts of money each year to the St. Joseph's Family of Homes. The Hearts with Haiti web site includes the following statement:

"Children come to the St. Joseph Family in many different ways. The St. Joseph Family is in good standing (with) the Haitian department of social services - Institut Bien Être Social et de Recherches (IBESR) - and many of our children at the three homes come as referrals from IBESR."

Please help me to understand, Mme. Villedrouin, why you refer children to an orphanage whose executive director, Michael Geilenfeld, is a multi-accused child molester?

You and your organization are charged with protecting and promoting the well being of innocent children. I cannot understand why you would risk putting even one child in harm's way.

Which begs the question: would you leave your own child in the care of a person who has been accused of child sexual abuse? 

Mr. Geilenfeld claims he has been "cleared" of all allegations of child sexual abuse that have been filed against him. Yet, in a published statement, Geilenfeld only refers to one instance, a situation that developed against him in 1990-1991. 

In February 2011, Geilenfeld arranged for an alleged abuse victim now living in the United States to change his testimony. Geilenfeld wanted the man to recant his five year old written testimony in which the man alleged that he was sexually abused by Geilenfeld, beginning when the man was a ten year old boy.

Please, Mme Villedrouin, I hope you will explain to me why the Haitian government is not abiding by its commitment to the international community to defend and protect human rights for all its people. 

Today, I am writing to you about the Haitian government's obligation to take immediate action to protect innocent children from physical and sexual abuse. 

Lest we forget, children have rights too.

Revisiting Haiti's gangs and organized  violence.


This paper explores the complicated and contentious issue of gangs in urban Haitian society, making a modest dent in the empirical research void on gangs and insurgent groups in Haiti's social and political life. This paper set out to examine whether Haiti ́s gang-related violence constitutes a "war" using criteria embedded in the Geneva Conventions and found that this question is impossible to address without establishing clear definitions and a shared vocabulary for understanding the complex motivations for urban violence.

Clearly, the narrative that has dominated the discourse on Haiti's gangs is overly simplistic. Intensive field research conducted over the past ten years in more than a dozen studies demonstrates the complexity of gang identities, roles, functions and the impact on stabilization and development activities. The role of the media, political groups, financial backers and the international community further complicates efforts to understand and address gang violence. In highlighting the scale and dimension of armed conflict, innovative research methods were used including qualitative field work with members of armed groups, which could be duplicated in other conflict settings as researchers strive to unpack how conflict tips the scale from "ordinary" violence to war.

This paper finds that Haiti's armed groups are heterogeneous and despite similarities among the rank and file membership, motivation and relationships – both personal and historic – play a large role in motivating individuals to be active with and
within armed groups. Differentiating between groups is key for policy makers and development workers alike as the motivation and relationships influence both the success of community violence reduction efforts, as well as the success of security and policing efforts. The lines between groups are not always easy to distinguish and in the past, misunderstandings about the political affiliation, financial backing and access to resources of particular gangs has hampered stabilization and development efforts.

The paper also notes that the perceptions, functions and activities of armed groups change over time in Haiti. Efforts to establish democratic governance and the presence of foreign peacekeepers have had a profound impact on the development of gang violence in urban Haiti, with membership in gangs and other armed groups increasing during times of government repression. It is important to note the shift in how armed groups are viewed by residents and development workers as well as also how they viewed themselves. The use of generic and all-encompassing concepts such as "gangs" may obscure rather than reveal underlying motivations.

Armed groups in Haiti have comparatively sophisticated understandings of the basic rules of war, even if not described as such. Indeed, there are established understandings about the use of force, proportionately, authority structures and other factors. The experience of such groups in Haiti forces us to revisit our understandings of "tipping points" from conflict to war. Indeed, there are many insights from the Haiti experience that may apply more broadly to other settings described as "other forms of violence".

J'aimerais clarifier certains malentendus au sujet du statut actuel du déploiement de la MINUSTAH en Haïti et concernant les plans pour l'avenir de la Mission. La MINUSTAH a déjà enclenché la réduction de sa présence en Haïti. Au cours des deux dernières années, le budget de la Mission a été réduit de 30% et la MINUSTAH a vu le départ de 2,670 soldats, 1,740 policiers ainsi que 543 membres du personnel civil.

Depuis février de l'année courante, le Gouvernement d'Haïti et la MINUSTAH ont initié des discussions au sujet d'un plan de consolidation pour la retrait de la MINUSTAH qui entrevoit des réductions additionnelles significatives à l'avenir, liées à des objectifs spécifiques et des indicateurs clés pour le développement des capacités et des effectifs de la Police Nationale d'Haïti (PNH); le renforcement de l'Etat de droit et le respect pour les droits humains; le raffermissement des mécanismes judiciaires et de contrôle; le développement des capacités électorales; le renforcement des capacités locales de gouvernance; et le soutien à un dialogue inclusif.

 Le 20 mars, j'ai présenté un résumé de ce plan au Conseil de sécurité des Nations Unies.

En collaboration étroite avec le Gouvernement, nous sommes à présent en train de raffiner ce plan afin d'assurer qu'il est réalisable et qu'il contient des indicateurs clairs pour le renforcement des institutions nationales et la réduction de la présence de la MINUSTAH. Par exemple, le plan comprend un indicateur clé concernant l'augmentation des effectifs de la Police Nationale d'Haiti (PNH) à 15,000 agents d'ici 2016. Nous avons établi un groupe conjoint de travail qui fait le suivi de la mise en œuvre de ce plan. Je suis convaincu que les acteurs haïtiens et internationaux s'accordent sur le fait que le retrait progressif et ordonné de la MINUSTAH d'Haïti est désirable et nécessaire. Ils sont aussi d'accord que ce retrait soit lié au renforcement graduel d'institutions clés en matière de sécurité, élections et Etat de droit.

Au cours des derniers mois, j'ai eu l'opportunité de discuter au sujet du plan de consolidation aussi avec les parlementaires, les chefs d'un certain nombre de partis politiques, les représentants de la société civile, ainsi qu'avec les membres de la communauté internationale. Le but de ma récente tournée dans quatre pays d'Amérique Latine était d'expliquer et discuter du plan de retrait. Les représentants des gouvernements de ces quatre pays – qui sont entièrement engagés en faveur du succès d'Haïti ainsi que de sa stabilité et son avenir prospère – ont salué ce plan, pourvu que ce retrait soit ordonné et directement lié à des améliorations mesurables dans les capacités des institutions susmentionnées.


La MINUSTAH compte continuer ce processus de dialogue transparent au sujet de la mise en œuvre du plan de retrait avec le Gouvernement, les parlementaires ainsi que les membres de la société civile. J'invite tout interlocuteur intéressé de consulter la version initiale du plan de consolidation de la MINUSTAH qui est inclus en annexe au Rapport du Secrétaire général des Nations Unies sur la MINUSTAH paru le 8 mars 2013. De plus, je tiens à clarifier un malentendu au sujet des ressources financières de la MINUSTAH. Ces ressources proviennent du budget des opérations de maintien de la paix des Nations Unies. Elles ne sont ni empruntées à Haïti ni allouées par les différents fonds de développement des Nations Unies destinés à Haïti. Les budgets pour le maintien de la paix et le développement sont entièrement séparés. Lors de la réduction de la MINUSTAH, toutes ressources financières débloquées suite à cette réduction seront transférées à d'autres missions de maintien de la paix des Nations Unies dans d'autres pays, telle que la nouvelle mission en cours de déploiement au Mali.

Je suis très vigilant aux appels exprimés par différents interlocuteurs haïtiens pour le retrait de la MINUSTAH. Comme mes remarques ci-dessus l'indiquent, ce retrait a déjà commencé et va continuer. Je suis convaincu que toutes les parties prenantes aimeraient voir ce processus de retrait mis en oeuvre d'une manière ordonnée, comme le Premier Ministre et le Senat l'ont récemment dit, dans le meilleur intérêt d'Haïti et qu'il soit lié au développement d'institutions renforcées et à une sécurité améliorée pour les citoyens haïtiens.

En conclusion, je m'engage à continuer les consultations entamées entre le Gouvernement d'Haïti et la MINUSTAH au sujet du progrès de la mise en œuvre du plan et de l'éventuel retrait de la Mission. Au même titre, j'envisage avec plaisir la poursuite d'un dialogue transparent, direct et mutuellement respectueux sur ce plan entre le Parlement, les partis politiques, la société civile et la MINUSTAH et faisant l'objet d'une couverture médiatique adhérant à la déontologie professionnelle. Pour citer la version initiale du plan de consolidation présentée au Conseil de sécurité en Mars dernier, dans le contexte particulier d'Haïti, « la stabilité suppose une culture politique propice à la recherche d'un consensus sur les questions prioritaires et l'existence d'institutions démocratiques conformes aux aspirations de la population et respectueuses de ses intérêts.»

Suite à l'alerte du Ministère de la Santé Publique et de la Population (MSPP), concernant la résurgence de l'épidémie de grippe aviaire (virus AH1N1) en République Dominicaine (8 cas reconnus) et à la confirmation de ces informations par la représentation diplomatique haïtienne en République voisine ; les Ministères du Commerce et de l'Industrie et de l'Agriculture de la République d'Haïti, informent les consommateurs haïtiens, les usagers de la frontière haïtiano-dominicaine, ainsi que les importateurs et revendeurs, que l'importation et la vente de produits carnés, et en particulier de volailles, d'œufs et d'animaux vivants potentiellement contaminés ou porteurs de la grippe aviaire, en provenance de République Dominicaine sont interdites jusqu'à nouvel l'ordre.

Cette interdiction prend effet immédiatement.


Dans l'intervalle, les services des Ministères collectent des informations détaillées au sujet de l'impact de cette nouvelle épidémie de grippe aviaire, afin d'évaluer l'opportunité d'adopter d'autres mesures. Aucun cas n'a été détecté jusqu'à présent en Haïti, tout le pays est en état d'alerte, notamment les villes frontalières et des dispositions sont déjà prises pour protéger la population haïtienne contre ce virus.

Martelly ds le Nord-Est! Accueil chaleureux!
