Démission au sein du Cabinet ministériel

Port-au-Prince, le Lundi 10 juin 2013.- Le Bureau de communication de la Primature informe le public en général et la presse en particulier, que face à la démission  de la Ministre des Haïtiens Vivant à l'Étranger Madame Bernice FIDELIA du Gouvernement, le Premier ministre S.E.M. Laurent Salvador LAMOTHE et le Président de la République S.E.M. Michel Joseph MARTELLY ont décidé ce qui suit:                              

Ø  Le Ministre des Affaires étrangères et des Cultes, M. Pierre Richard CASIMIR occupe  jusqu'à nouvel ordre la Fonction de Ministre a.i. des Haïtiens Vivant à l'Étranger afin de continuer à servir  la diaspora haïtienne.

Par ailleurs, le Bureau de communication de la Primature qui souligne les efforts déployés par le Premier ministre pour améliorer les conditions de vie de la population, réaffirme la ferme détermination du Chef de L'État  de combattre la pauvreté extrême en Haïti  et de maintenir le pays sur la voie du changement.

10- Un pont d'étagement à l'intersection Boulevard Toussaint Louverture/Route de Delmas/Rue Martin L. King a démarré. #bilanPM

11- L'aménagement de l'intersection de la route de Delmas avec Delmas 32 et Delmas 83 a démarré. #bilanPM

12- Le dragage de la baie de Port-au-Prince a commencé. #bilanPM

13- La construction de la ROUTE CAYES JEREMIE commencera bientôt. #bilanPM

‏14- L'amélioration du segment Ennery-Cap Haïtien de la RN1 a débuté.  #bilanPM

15- L'entretien ou la réhabilitation d'environ Soixante Seize (76) kms de route au Cap Haïtien ont été fait. #bilanPM

16- Nous avons collecté plus de 120 millions de gourdes de recettes directes  de juillet 2012 à date due à l'action de l'ULCC. #bilanPM

17- De l'assistance sociale a été apporté à 12% de la population haïtienne soit 1,268,791 personnes. #bilanPM

18- Seulement 3 Kidnapping ont été enregistrés en mai dernier contre une moyenne mensuelle de 13 en 2012. #bilanPM

19- 20 meurtres ont été enregistrés en mai 2013 contre une moyenne mensuelle de 90 en 2012. #bilanPM

20- Le taux d'homicide et de kidnapping a été reduit et  sont à leur plus bas niveau depuis janvier 2012.  #bilanPM

21- Il nous faut rompre avec cette culture de la confrontation.  #bilanPM

22- Mon Gouvernement entend faire mieux dans ses relations avec le Parlement et s'attend également à une réciprocité.  #bilanPM

Haiti : Interminables convocations du PM Lamothe ou la politique du chaos.

La convocation du Premier Ministre Laurent Lamothe au Sénat de la République le mardi 4 juin dernier, n'a été qu'une blague de mauvais goût. On ne pouvait attendre rien de séreux quand des Sénateurs posent des questions en dehors de l'objet de la convocation; quand ils empêchent les ministres de répondre au multiple questions par l'abus de prise de parole sous la forme de MOTIONS; quand des parlementaires font preuve d'une obstination à ignorer les éléments de réponse fournis; quand ils font montre d'un entêtement à travestir les réponses fournies dans le seul bus d'acculer le gouvernement; quand ils exigent stupidement que le Premier Ministre répond personnellement à des questions techniques qui ne relèvent pas de ses compétences. Le pire, lors de cette séance de questionnement sur les dépenses effectuées dans le cadre de l'Etat d'urgence, le public a eu droit à  une exercice d'interprétation des lois sans précédent. Ne parlons pas des accusations sans fondement, des agressions verbales...autant de stupidités qui rabaissent la séance et ramènent tout à une perte de temps.

  

Les coups contre le Directeur de la TNH (Télévision Nationale d'Haiti) suivis d'agressions physiques sur des journalistes accrédités au Parlement, sont autant de preuves qui démontrent que ceux qui avaient convoqué le Premier Ministre Laurent Lamothe menaient une politique de provocation dans le but de faire échouer la séance.

De plus, des agressions physiques sur le Directeur de la TNH (Télévision Nationale d'Haïti), quelques semaines après avoir, dans les mêmes conditions, maltraité le Directeur Général de l'ONA, démontrent que le Sénat de la République est devenu un repère de malfaiteurs qui n'ont aucun respect pour l'intégrité physique des fonctionnaires de l'Etat. Les coups du député Anel Bélizaire sur la personne d'un employé des Postes, les assassinats de policiers par des parlementaires, sont des actes graves qui affectent l'image d'un parlement haïtien déjà perçu comme un refuge pour des bandits en conflit avec la loi, sous le label IMMUNITE PARLEMENTAIRE.

Les déclarations du Sénateur de l'OPL Sénateur Yanick François JOSEPH et celles de John Joël Joseph sont des indices démontrant qu'il y avait préméditation et que tout a été planifié par les Sénateurs eux-mêmes. Les agents de sécurité du parlement n'ont été que de simples exécutants. On peut en conclure que la convocation visait plus à LYNCHER L'EXECUTIF que de faire la lumière sur les dépenses dans le cadre de l'état d'urgence. 

C'est dans ce contexte que, des députés à leur tour envisageraient de convoquer le Premier Ministre Laurent Lamothe par devant la Chambre basse.

Ce n'est un secret pour personne qu'il y a dans ce pays un laboratoire qui cherche le chaos en Haïti. "Bloquer l'organisation des prochaines élections" est l'objectif principal de ce secteur qui n'a aucune garantie de les remporter dans les conditions normales.

En ce sens, la stratégie de ce secteur est simple : 

1- Renvoyer le Premier Ministre Laurent Lamothe; 

2- Enfoncer le pays dans la recherche d'un nouveau Premier Ministre -Ce qui prendra environ six (6) mois; 

3- Renforcer les marges de manoeuvre en exigeant l'ouverture du gouvernement négocié sous la forme de "salut public" ou d'"Union nationale" qui permettra à ce secteur d'utiliser les ministères pour mener campagne ; 

4- Prendre un temps assez long pour voter la loi électorale et mettre le dispositif électoral en place. 

En même temps, ce secteur supporte une campagne contre la MINUSTAH, la Mission de l'ONU en Haïti. Ce n'est pas un hasard si les mouvements pour le départ non-planifié des forces de lONU en Haiti se multiplient en Haiti et dans certains pays contributeurs de soldats.

Il paraît que nous sommes devant une alliance entre Trafiquants de Drogue, Contrebandiers, corrompus des l'administration publique et des pouvoirs d'Etat pour déstabiliser Haiti. Un jeu qui ne dérangerait en rien certains clans influents de Centrales de renseignement très actives en Haiti agissant en leur nom propre. Des corrompus nationaux et étrangers cherchant de l'eau trouble pour se faire une fortune, telle est la réalité à la quelle est confrontée l'administration Martelly-Lamothe. 

On rapporte qu'un homme d'affaire américain, grand exportateur de riz vers Haiti, supporte le Sénateur Moise Jean-Charles dans sa stratégie de déstabilisation à cause de la décision du Gouvernement Martelly-Lamothe d'importer le riz vietnamien pour faire baisser le prix au profit des plus démunis en Haiti.

Les tentatives de soulèvement orchestrées sur le terrain, les campagnes d'intoxication de l'opinion publique à partir dans les médias au niveau de plusieurs villes de province, la pluie de graffitis contre Laurent Lamothe à travers le pays, spécialement au Cap-Haitien, sont des éléments de plus prouvant que le peuple haïtien fait face à une conspiration sérieuse de groupes d'intérêts occultes à la recherche de l'instabilité.

On se demande si les tenants de la diplomatie secrète des Etats-Unis d'Amérique n'y voient pas une occasion favorable pour affaiblir le pouvoir Martelly-Lamothe fautif de son attachement à la coopération Sud-Sud, le pire, d'une coopération privilégiée avec les socialistes sud-américains, spécialement, le régime chaviste de Venezuela.

Dear Mme Villedrouin,

By way of introduction, my name is Paul Kendrick, and I am a long time advocate for the protection of children. For the past four years, I have been immersed in helping and supporting the orphaned Haitian street children who were sexually abused by U.S. citizen, Douglas Perlitz, at Project Pierre Toussaint in Cap Haitien, Haiti.

Two years ago, I became aware that allegations of physical and sexual abuse of children had been reported during a twenty-five year time period against Director Michael Geilenfeld, Executive Director of the St. Joseph's Family of Homes in Port au Prince, by former residents of the St. Joseph's Homes.

Two months ago, a former Wings of Hope resident who has severe cerebral palsy fled to the United States and is now seeking asylum for fear that he will be harmed by Geilenfeld or Geilenfeld's employees if he returns to Haiti.

Hearts with Haiti, a North Carolina based non-profit organization, provides large amounts of money each year to the St. Joseph's Family of Homes. The Hearts with Haiti web site includes the following statement:

"Children come to the St. Joseph Family in many different ways. The St. Joseph Family is in good standing (with) the Haitian department of social services - Institut Bien Être Social et de Recherches (IBESR) - and many of our children at the three homes come as referrals from IBESR."

Please help me to understand, Mme. Villedrouin, why you refer children to an orphanage whose executive director, Michael Geilenfeld, is a multi-accused child molester?

You and your organization are charged with protecting and promoting the well being of innocent children. I cannot understand why you would risk putting even one child in harm's way.

Which begs the question: would you leave your own child in the care of a person who has been accused of child sexual abuse? 

Mr. Geilenfeld claims he has been "cleared" of all allegations of child sexual abuse that have been filed against him. Yet, in a published statement, Geilenfeld only refers to one instance, a situation that developed against him in 1990-1991. 

In February 2011, Geilenfeld arranged for an alleged abuse victim now living in the United States to change his testimony. Geilenfeld wanted the man to recant his five year old written testimony in which the man alleged that he was sexually abused by Geilenfeld, beginning when the man was a ten year old boy.

Please, Mme Villedrouin, I hope you will explain to me why the Haitian government is not abiding by its commitment to the international community to defend and protect human rights for all its people. 

Today, I am writing to you about the Haitian government's obligation to take immediate action to protect innocent children from physical and sexual abuse. 

Lest we forget, children have rights too.

Gouvernement devant le Parlement

Port-au-Prince,  le Dimanche 9 juin 2013.- Le  Premier ministre, S.E.M. Laurent Salvador LAMOTHE dans le cadre de l'ouverture de la deuxième session ordinaire de l'année législative, doit présenter, ce lundi 10 juin, le bilan des activités de son Gouvernement devant l'Assemblée nationale.

Le Chef du Gouvernement, dans un souci de transparence et de reddition de comptes, répondra favorablement à cette exigence constitutionnelle afin de permettre aux Honorables parlementaires et aux citoyens de s'enquérir de l'état d'avancement des travaux réalisés dans le pays au cours des six (6) derniers mois.

Le Premier ministre LAMOTHE qui souhaite renforcer sa collaboration avec le pouvoir législatif,  réaffirme, une fois de plus, sa ferme détermination de continuer à travailler en synergie avec les différents corps de l'État en vue de répondre aux préoccupations du peuple haïtien.

Deux jeunes haïtiens résidant actuellement aux Etats-Unis ont témoigné devant un notaire de Boston affirmant avoir été abusés sexuellement par Michael Geilenfeld à l'orphelinat Saint Joseph de Delmas 91, Port-au-Prince, Haiti.

Aux dires de plusieurs jeunes qui ont fréquenté ces établissements, ces trois (3) » Maisons Saint-Joseph pour Enfants » réunissent un nombre important d'enfants de rue venant du Centre d'accueil de Carrefour, des bidonvilles de la Capitale et des villes de province. Elles sont dirigées par Michael Geilenfeld, un religieux au passé ombrageux qui est accusé d'abus sexuels sur des enfants démunis d'Haïti. Sa tactique est connue. Il habitue les enfants à des attouchements corporels allant de simples caresses des membres, des parties du tronc, des fesses, jusqu'à la sodomie. Son chien méchant appelé Micky lui servait d'arme privilégiée pour intimider ses victimes. Plusieurs anciens de Saint-Joseph Home For Boys rapportent avoir été mordus par ce chien sur l'ordre de Geilenfeld. Des pratiques d'abus sexuels et d'exploitation qui ont provoqué plusieurs mouvements de protestation en 1983, en 1991, et en 2005. Des jeunes danseurs des centres d'accueil Saint-Joseph, en déplacement aux Etats-Unis, ont fait des déclarations dans la presse Américaine dénonçant des abus sexuels de Michael Geilenfeld. Des victimes ont été jusqu'à déposer une plainte formelle, au Consulat Américain de Port-au-Prince, contre leur Bourreau. Ils ont indexé Michael Geilenfeld. Madame Déjean de l'IBERS a été informée à 4 reprises, selon ses témoignages. Geilenfeld a été traîné devant la justice haïtienne, ses accusateurs critiquent son influence sur des juges, de grands avocats de Port-au-Prince, des policiers, et le comble, sur des officiers de l'Ambassade des États-Unis à Port-au-Prince. Pourtant, des missionnaires américains ayant travaillé dans les différents Centres d'Accueil Saint-Joseph d'Haïti ont rapporté des faits compromettants allant dans le sens des témoignages des victimes. Mary Kolhaas et Mitchelle Finch sont deux américains qui ont eu le courage de mettre leur témoignage sur papier par devant un notaire Américain en janvier1991. ( Lisez tous les documents sur le site : http://www.dossiergeilenfeld.blogspot.com/) Le nombre de victimes se compte par centaines. En 28 ans, ils sont nombreux ceux qui déclarent avoir connu les assauts de Geilenfeld. Lors d'un voyage d'enquête à Port-au-Prince, Réseau Citadelle a rencontré environ une douzaine d'adultes, anciens enfants de Saint-Joseph Home for Boys. Les récits sont les mêmes: Geilenfeld leur a caressé le cou, la figure, le ventre, les fesses, il les a pressés contre son sexe en érection, et finalement les moins violents, ou les plus naïfs, ont été sodomisés. Parfois, il utilise des haïtiens pédophiles et surtout bisexuels, membres de son staff, pour les premières attaques sur les enfants fraîchement arrivés. Les victimes de Geilenfeld sont réparties partout à travers le monde: États-Unis, Europe, Amérique du Sud et Haïti. Après plusieurs tentatives pour stopper cet homme puissant, ils perdent confiance dans la lutte et voient en leur bourreau un homme intouchable au-dessus de la loi, grâce au pouvoir de l'argent. Les jeunes rencontrés sur le dossier n'ont pas cessé de répéter le fameux proverbe de Madame Déjean: "Lajan fè chien danse". Plusieurs sont morts dans des conditions troublantes, d'autres ont tenté le suicide, la grande majorité s'est réfugiée dans le silence de l'impuissance. Cependant, avec l'annonce de la condamnation de Douglas Perlitz à Connecticut le 21 décembre 2010, ces jeunes marqués par les abus subis dans les Maisons Saint-Joseph reprennent confiance. Ils nous ont contacté pour les aider à relancer la campagne pour que justice soit faite. C'est dans cette perspective que nous avions interrogé les plus déterminés et lancé, avec l'aide d'amis américains, une enquête journalistique et un plaidoyer, en vue de forcer les autorités concernées et les membres du Conseil d'administration de "Hearts with Haiti", l'ONG américaine qui supporte les activités de Michael Geilenfeld, à faire la lumière sur les accusations répétées d'exploitation sexuelle des enfants. Here are the steps you need to take:

2) Remove Michael Geilenfeld, a U.S. citizen, from Haiti until the investigation is completed. Ensure that Geilenfeld has no further contact with potential witnesses and/or victims.

3) Get out of the way of law enforcement professionals. Forensic investigators are specially trained to investigate child abuse and to interview child sexual abuse victims.

Yesterday, December 5, 2011, without knowing when the investigation began or the details of its execution, Mr. Davis? communications appeared to disregard his own demand for the very investigation he now challenges as invalid in advance of its conclusion.

The execution of this investigation will remain fully objective and independent.  Therefore, Hearts with Haiti will have no further comment on the matter until the Board has received the report, in which Hearts with Haiti will have no input.

In addition, Hearts with Haiti is aware that the United States government has also been investigating the allegations.  Hearts with Haiti and the St. Joseph Family will continue to cooperate with the authorities of the United States and Haiti.

Mr. Davis? unauthorized use of the same mass distribution list used by the St. Joseph Family to send updates on the outstanding achievements of this ministry is unfortunate and disreputable.

I have visited St. Joseph's Home for Boys in October of 2010 and October 2011. Upon returning several weeks, I learned about the sexual abuse allegations regarding Mike Geilenfeld. I have talked and exchanged many emails with concerned people on both sides, read postings on the internet. I am convinced that at minimum, Mike Geilenfeld and the St. Joseph communities need to be thoroughly investigated.

I have many questions. Please forgive my long list of questions.

· Is the Haitian Govt. investigating Geilenfeld?

· Is the US Govt. investigating?

· Are the two governments cooperating?

· If Geilenfeld is an offender, how has he been doing it for so long and getting away with it?

· Hearts With Haiti Foundation (located in North Carolina, USA) raised $500,000 in 2007, $250,000 in 2008, $400,000 in 2009, and $2 million in 2010 (see this report ). St. Joseph's has a $6 million capital campaign underway to rebuild two orphanages (St. Joseph's Home for Boys and Wings of Hope). Does it cost this much in Haiti to build two orphanages?

· How about operating costs - could they be as much as $500,000 a year for three orphanages (Trinity House as well).

· If Geilenfeld is an abuser, how much does it take to buy off the social services (IBSER)?

· Is he paying people off to look the other way?

· Who inspects the orphanages in Haiti?

· Is any governing body, the IBSER perhaps, inspecting the St. Joseph's orphanages?

· If so, can you get a report proving that St. Joseph's has been inspected?

· St. Joseph's claims the IBSER as well as the US Embassy exonerated Mike Geilenfeld in 1991 when he was accused of sexual abuse. Do you have official documents that reflect this claim?

The newspaper articles I have read say Duarte was convicted for sexual abuse he committed in Port au Prince and Labodie. One article I found says Duarte helped at a mission in Port au Prince in the early 90s. Was this mission St. Joseph's?

 

· Are Duarte and Geilenfeld part of a network of "humanitarians" in Haiti perpetuating sexual abuse crimes?

Fully Independent and Objective Investigation?

Two days ago you made the following announcement: "On November 6, 2011, the Board of Trustees of Hearts with Haiti voted unanimously to commission an independent and objective investigation of the allegations against Michael Geilenfeld and the St. Joseph Family…the execution of this investigation will remain fully objective and independent."

Yet, in the same letter you say, "Hearts with Haiti remains supportive of Michael (Geilenfeld) and of the St. Joseph Family, and believes strongly that that the St. Joseph Family Homes are safe and positive places for children."

Do you hear yourself? You've issued the verdict before an official investigation by law enforcement professionals has concluded.

In a separate letter, Pastor Rick Barger, Founder and Executive Director of the Haitian Timoun Foundation, makes a different point: "…We believe…that even the slightest allegation of abuse should be reported to the proper governmental agency or their designated agent for investigation. We hold less faith in non-governmental investigations as such processes are often subject to detractors…because of the current investigation, we have suspended fundraising efforts for them pending a clean exoneration of all charges."

The Voices of the Victims of Child Sexual Abuse Will be Heard

Like you, Rev. Barger maintains his support for Mr. Geilenfeld:"We have long been aware of the 20 year accusations against Michael Geilenfeld. We are also aware that there has not been one investigation that failed to clear him of all charges."

I am not entirely sure what Rev. Barger means by "20 year accusations" (I think he means twenty year-old accusations), but to clear matters up, the allegations of child sexual abuse being brought against Mr. Geilenfeld span a period from 28 years ago to the near present.

(N.B. One wonders how many child sex abuse allegations, no matter how long ago the abuse is alleged to have occurred, an individual can have on his or her resume before the Hearts with Haiti trustees disqualify such a person from having access to children at your orphanages in Haiti.)

Sadly, Mr. Hamyln, neither you nor Rev. Barger make any mention of the courageous individuals who have put aside their own desire for privacy to testify that they were raped and sodomized by Mr. Geilenfeld when they were children.

Protection and Safety of Abuse Victims and Witnesses

Before I continue, I want to make it very clear to you that you and your fellow HWH board members are to be held responsible and accountable for the safety and well being of the abuse victims, witnesses, supporters and others who have information about crimes being committed against children by Michael Geilenfeld.

As trustees, you are mandated to oversee the care and well being of the children at the St. Joseph 's Homes. Therefore, you must immediately suspend Mr. Geilenfeld from his duties in Haiti and return him to the United States until such time as law enforcement authorities have completed their investigation. In addition, you must ensure that Geilenfeld is not able to threaten or intimidate victims and witnesses, as he has done over and over again in the past.

"Kangaroo Court"

I have already likened your 'fully objective and independent"investigation to a 'Kangaroo Court."

Here's what you must do:
