In the Open Letter to IBESR Director, Mme. Villedrouin, Attorney Oberkoetter and USAID employee, Jessica Reitz, with the full knowledge and cooperation of other individuals (including Michael Geilenfeld) devise a plan to block the issuance of visas to two Haitian men whom Reitz, Oberkoetter and the others believe are intending to travel to the United States to testify against Geilenfeld.
In the second instance, Jessica Reitz, with the blessing of Attorney Oberkoetter, and the knowledge and cooperation of the others, obtains confidential information from U.S. Embassy employee, Brian Hoyt, regarding an investigation of allegations of child sexual abuse against Michael Geilenfeld by U.S. law enforcement investigators.

PURSUANT TO 28 U.S.C. 1746
I, Robert F. Oberkoetter, Esq., depose and say as follows:

My name is Robert F. Oberkoetter, Esq.

I represent Hearts with Haiti, Inc. and Michael Geilenfeld.

On February 3, 2014, I was present at a deposition in Port au Prince, Haiti noticed by the Defendant scheduled for 3:00PM in the forenoon.
4. At approximately 3:30PM, my client received an emergency phone call from Bill Nathan, the Director of St. Joseph's Family of Haiti, listened briefly and handed the phone to me.
5. Mr. Nathan informed me that armed police and representatives of IBESR (Institut du Bien-Etre Social et de recherches) had appeared without notice at St. Joseph's Home for Boys in Port au Prince.
6. I traveled immediately to St. Joseph's and personally confirmed the facts stated in the preceding paragraph I observed many children to be distraught, crying, and in fear.

I conferred with Mr. Benjamin of IBESR who stated that due to the intensity of the then present situation that he would like to confer with me at IBESR the following morning, February 4, 2014, at 11:00AM.
9. On February 4, 2014, Mr. Nathan and I proceeded to the main offices of IBESR in Port au Prince and arrived at 10:15AM.
10. Mr. Benjamin greeted Mr. Nathan and me and asked us to wait for a meeting with Mme. Arielle Jeanty Villedrouin, Director General, of IBESR.

Mr. Nathan and I were welcomed by Mme. Villedrouin at 12:45PM.

Mme. Villedrouin stated that her staff's recommendations and her decision to approve the IBESR appearance at St. Joseph's February 3, 2014 were based upon written communications from Paul Kendrick and Cyrus Sibert.
13. Mme. Villedrouin also stated that she received "many many" e-mails from Mr. Kendrick.
14. I asked Mme. Villedrouin for copies of the data referred to in preceding paragraphs 12 and 13 but she declined.
15. My meeting with Mme. Villedrouin and IBESR ended at 1:30PM.
16. Upon my departure, I observed Mr. Kendrick, Mr. Sibert, and Serge Louima present in the public gallery of IBESR.
17. I recognize myself and Mr. Nathan in the video recording of our confidential communications captured by Mr. Kendrick and published on YouTube and reseaucitadelle.blogspot.com as depicted in docket entry ECF No. 155-4 at 3 of the above- captioned matter.
