Des sinistrés du 12 janvier organisent un défilé de mode au Cap-Haitien.

Par : Cyrus Sibert, souvenirfm@yahoo. fr Le Ré.Cit.- Réseau Citadelle, Cap-Haïtien, Haïti. www.reseaucitadelle .blogspot. com Le lundi 19 Avril 2010, l'Impérial Ecole de Haute Couture et Manufacture (EHCM), dans le cadre de l'opération KOLE ZEPOL instaurée par des membres de la société civile capoise en faveur des sinistrés du séisme du 12 janvier 2010 réfugiés au Cap-Haitien, a organisé un défilé de mode. Sur 180 étudiants, 95 dont 48 garçons, tous, victimes du séisme du 12 janvier 2010, ont défilé avec des vêtements cousus par eux-mêmes. Ils sont à leur 33eme jour de travail dans le cadre d'un programme de 1 an débuté le lundi 1er mars 2010. Me Carry Hyppolite, Jean Raymond Saint-Hubert et Madame Azmire C. Emilien sont les initiateurs de ce mouvement citoyen qui a permis à des jeunes sinistrés d'avoir une activité utile, dans l'attente d'un véritable programme gouvernemental de prise en charge des victimes. Dans leur allocution de circonstance, les organisateurs ont salué l'engouement des jeunes pour la formation. Malgré les problèmes de chaises, de tissus et d'autres fournitures pour les travaux pratiques, les jeunes ont répondu présents. Ils se sont défoncés pour assimiler les techniques de la Haute couture. Cette initiative louable de personnalités crédibles de la société civile capoise, n'a pas reçu les supports escomptés. Les demandes de nourriture adressées au PAM (Programme Alimentaire Mondiale) sont restées dans réponse. Selon des témoignages, le Maire de la ville du Cap-Haitien - Michel Saint-Croix n'apporte pas son soutien au programme parce qu'il n'est pas son initiateur. A ses yeux, une telle activité est sans retombées politiques. Seul le Consul Dominicain au Cap-Haitien a visité les étudiants et les dirigeants du programme KOLE ZEPOL. Le diplomate de la République voisine a ainsi promis d'apporter une aide significative aux 180 étudiants du Programme KOLE ZEPOL. Dans l'attende d'un support mérité, le lundi 19 avril 2010, 95 des 180 jeunes étudiants ont défilé, présentant au public capois les fruits de 33 jours d'apprentissage et de travail. Un défilé qui prouve qu'en dehors des acteurs bien pourvus en moyens de propagande les présentant, suivant une approche paternaliste, comme les sauveurs d'Haïti, la société haïtienne se prend en charge. Il existe à travers le pays des initiatives en faveur des victimes du séisme du 12 janvier 2010 qui méritent d'être encouragées. L'aide internationale devrait aller en faveur de ces actions pratiques non-partisanes et non-électoralistes qui visent réellement le bien des personnes victimes du séisme qui a frappé Port-au-Prince, la capitale d'Haïti. Richard Sipe Pope Benedict XVI is a good man. He has served the Church long and well. It takes nothing away from his goodness to suggest that he should resign his office. Nine of his predecessors have resigned, most for the good of the Church.[1] The clerical sex abuse crisis that now exposes a corrupt pattern and practice of a system has escaped and confused many good, brilliant people and left generations paralyzed. There is no need to point fingers. However, the Roman Catholic Church is in a period of Reformation as profound (and breathtaking) as any its history has ever recorded. The voluntary resignation of Pope Benedict XVI would be a gesture that would match the epic challenge that faces Catholicism today. Such leadership would break the pattern and practice that holds the church hostage to a past that no longer serves the Christian message. The monarchy that rules the church has outlived its service in the evangelization of peoples, an evangelization that Paul the apostle taught and that Pope John Paul II championed. The People of God, hierarchy included, are shackled by a secret system designed to control rather than free them. Joanne's reports are based on documents that lift a heavy veil on dealings by Bishop Malone and his predecessor, Bishop Leo Clarke, with a priest who was then the subject of serious allegations of sexual assault of children. The priest was Denis McAlinden, who died in 2005 and who was, the church has admitted, a serial sexual predator of children over many years. The documents referred to by Joanne show that Bishop Clarke then Bishop Malone tried to have McAlinden defrocked after two allegations were made at the same time in 1995 that Vince Ryan, another of the diocese's serial pedophiles, was charged by police. Bishop Clarke had assured McAlinden that the confidentiality of the defrocking process would protect "your good name". Until then Bishop Clarke had been urging McAlinden, who was known to be a pedophile and who had moved to The Philippines, to live as a retired priest in "a climate that would be acceptable". **************************************************************************************************************************** Brazilian priest on pedophilia charge BRAZIL News.com.au (Australia) BRAZILIAN authorities overnight charged a 74-year-old Catholic priest with pedophilia after eight children in his church choir accused him of sexual abuse. Father Jose Afonso De is being prosecuted for allegedly assaulting children aged 12 to 16, Sao Paulo state's public prosecutor's office said. He has denied the allegations but has been suspended by his diocese. **************************************************************************************************************************** Vatican official left abusive priest in pastor job CALIFORNIA The Associated Press By GILLIAN FLACCUS (AP) The pope's hand-picked replacement to oversee abuse cases at the Vatican did nothing to restrict a California priest after learning in 1995 that the priest had molested a 13-year-old boy a decade earlier. Cardinal William Levada, then archbishop of San Francisco, said in a 2005 deposition obtained by The Associated Press that he did nothing and didn't contact police because he trusted the Rev. Milton Walsh would not re-offend and his predecessor handled the case adequately. American bishops had to explain to Catholics, civil authorities and the public why they had not reported the crimes and removed abusers from ministry. From November 2001, when Bishop Wilton Gregory was elected president of the U.S. Conference of Catholic Bishops, he was known as a good listener. At the time, he was the shepherd of the small 107,425-member Belleville Catholic diocese. Cardinal William Levada also said he intended to hold up the U.S. policy dealing with abuse as a model for bishops around the word. Levada, head of the Congregation for the Doctrine of the Faith, made the comments in an interview broadcast late Tuesday on U.S. public broadcaster PBS, his first interview since the scandal erupted several weeks ago. *************************************************************************************************************************** Abandoned Children FAIRFIELD (CT) Fairfield Mirror April 28, 2010 By: Chris Simmons When Fairfield graduate Doug Perlitz first went to Haiti in 1991, it was one of the poorest countries in the Western Hemisphere. This country with a rich heritage, second only to the United States as an independent nation in the new world and the first free black nation, had fallen into a cycle of poverty and turmoil. The allegations against Perlitz, a 1992 Fairfield graduate and later commencement speaker, over sex abuse involving homeless boys in the Haitian town of Cap-Haitien have only added to the problems. Perlitz is currently housed in the Wyatt Federal Detention Center in Rhode Island awaiting his Oct. 2010 trial while his accusers are now back on the streets, begging, facing threats and guilt over exposing the alleged abuse. Cyrus Sibert, a Haitian journalist and talk show host who first broke the story in 2007, said that there is a big campaign to show the children are lying. *************************************************************************************************************************** Church 'hush money' for paedophile ex-priest NETHERLANDS Radio Netherlands By Marijke Peters Oliver O'Grady, the ex-Irish priest convicted of paedophile offences who was living under a false identity in the Netherlands until February this year, receives a monthly pension from the Roman Catholic church, it has been revealed. A US lawyer who represented O'Grady's victims says the former cleric brokered a "sinister deal" in which he refused to testify against senior church officials at his child sex abuse trial in return for cash. Lawyer Jeff Anderson told Radio Netherlands Worldwide that Oliver O'Grady was offered the money by senior members of his diocese the night before his trial. As a result, he never testified in court against bishop Roger Mahony - now the Archbishop of Los Angeles - who was later found by the jury to have known all along about O'Grady's abuse, but did nothing about it. ***************************************************************************************************************************** Secret sex in the celibate system UNITED STATES National Catholic Reporter by A.W. Richard Sipe on Apr. 28, 2010 Examining the crisis Sexual behavior has a long and well-documented history. Even the current problem of sexual abuse of minors is neither new nor limited to clerics. It is a practice that crosses ethnic, cultural, religious and economic strata and custom. Incest (familial contact) is the most common. However, the sexual abuse of minors by declared celibate clerics poses special issues. There are three factors that draw special attention to the sexual practices of Roman Catholic clerics today. The moral teaching concerning human sexuality, promulgated by the church, is clear and unequivocal. Catholic bishops and priests under the aegis of the pope hold themselves up as the teachers and arbiters of human sexual morality. Human failure is more remarkable in commanders and not as easily forgiven as transgressions among the troops. ORGANISATIONS DES DROITS HUMAINS EXPRIMENT LEURS INQUIÉTUDES CONCERNANT LE VOTE DE LA LOI DITE D'URGENCE:

Les organisations signataires ne cachent pas leur étonnement, leurs inquiétudes et leurs préoccupations sur les failles multiples qui ont caractérisé les différentes étapes du vote de la loi dite d'urgence et sur les problèmes qu'il ne manquera pas de créer dans un avenir proche et lointain, si on n'applique pas les correctifs qui s'imposent.

Il s'agit en fait d'un vote d'une légitimité douteuse faisant appel à une chambre de députés dont le mandat a expiré depuis le 7 janvier 2010 alors que la Constitution établit clairement « en aucun cas le mandat des députés et des sénateurs ne saurait être prolongé.» Quand au Sénat il lui manquait dix voix à cause des élections reportées. Cette procédure bancale a quand même été utilisée pour confier les responsabilités à un exécutif dont le mandat se termine dans huit mois.

Les débats n'ont pas réussi à faire la lumière sur des termes légaux fondamentaux et laissent planer une confusion entre Etat d'urgence et Etat de siège et sur l'étendue des pouvoirs de chaque institution pendant cette période. Cela représente une menace permanente sur les droits des citoyens. C'est avec une légèreté déconcertante que la décision a été prise de dégager pour cette période des voies et des moyens qui échappent à toute juridiction et à tout contrôle des instances institutionnelles haïtiennes.

Cette loi inclut aussi la création de la Commission Internationale de Reconstruction (CIR). Dans la perspective de grands moyens qui seront nécessaires dans les dix ans qui viennent pour remettre sur pied le pays, la question des procédures pour conduire des chantiers et des projets n'est pas clairement établie : qui sera en contrôle, qui portera la responsabilité des dépenses ? Le passé nous a démontré avec quelle légèreté on a pu procéder dans des circonstances analogues. Pour la création d'un organisme original, dont l'action se répercutera sur plusieurs décades, on ne peut pas comprendre qu'elle repose sur un exécutif dont le mandat se termine le 7 février 2011. Les droits des personnes peuvent être menacés aussi bien que le destin du pays lui-même.

Vu l'importance des opérations qui doivent s'étendre sur plusieurs décades, vu les dégâts que l'avidité et la corruption peuvent causer, les organisations soussignées lancent un appel urgent pour la formation d'une plate-forme de vigilance et de plaidoyer incluant les associations de la société civile, les organes de presse et les instances internationales concernées pour que le peuple haïtien soit protégé par la réalité d'un Etat de Droit.

Trois parlementaires ciblés dans la requête adressée à l'ULCC

Le Réseau National de Défense des Droits Humains (RNDDH) sollicite une enquête de l'Unité de Lutte Contre la Corruption (ULCC) au sujet du scandale entourant le vote de la loi d'Etat d'urgence de 18 mois.

Le RNDDH se dit préoccupé par des rumeurs persistantes selon lesquelles trois (3) parlementaires auraient été monnayés pour participer à la séance, dans une correspondance datée du 26 avril 2010 à l'ULCC dont Radio Kiskeya a pu disposer d'une copie.

L'organisme de défense des droits humains cite nommément les trois parlementaires en question dans ladite correspondance, en l'occurrence les sénateurs Céméphise Gilles, Judnel Jean et Rudy Hérivaux. Il y est précisé qu'ils auraient reçu des montants respectifs de 5 millions de gourdes, 3 millions de gourdes et 40 mille dollars américains.

« De tels faits méritent d'être approfondis par une enquête sérieuse, car la population haïtienne a droit à la vérité », déclare le RNDDH précisant que l'Unité Centrale de Renseignements Financiers (UCREF), devenue « une institution amorphe » depuis la nomination de son actuel Directeur, aurait pu contribuer à la cueillette d'informations sur les comptes bancaires et l'évolution du patrimoine de ces parlementaires. En dépit de cette réserve par rapport à l'UCREF, le RNDDH a toutefois transmis à cette institution une copie de sa lettre à l'ULCC.

Estimant inacceptable que la refondation de l'Etat, prônée par le président René Préval, démarre sur fond de corruption, de pots de vin et de mauvaise gouvernance, le RNDDH sollicite formellement de l'ULCC l'ouverture d'une enquête sur les allégations concernant les 3 parlementaires. L'organisme de défense des droits humains dit en ce cens espérer qu'il existe encore dans les institutions haïtiennes « des hommes et des femmes déterminés à lutter effectivement contre la corruption et à changer l'image d'Haïti ».
