WHY HAITI NEEDS DR. GARRY CONILLE

Dr. Garry Conille is an intellectual with the training, education and experience to move Haiti forward. He has earned the respect of the international community for his work at the United Nations and most recently as President Bill Clinton's chief of Staff –The U.N. special envoy to Haiti.

No one can question Dr. Conille's qualifications to take over the helm of the Haitian's government. His confirmation as the next prime minister is very crucial because of Haiti's President. I do not think that Martelly has made intelligent political decisions, however, I believe that he still has good intentions. It seems that Martelly is caught between a hammer and a hard place. The hammer is his own advisors and his surroundings; the hard place is the problems that Haiti faces. Martelly may have been a great performer, but the issues facing Haiti need more than a great performer. It needs a technocrat who understands economic policies, international relations, geopolitics and most importantly someone who is well respected around the world. Martelly has been in office since May 14, 2011 and thus far has been unable to meet with the leader of the free world – Barack Obama. During the United Nations General Assembly meeting in New York, President Obama has done everything to avoid his picture being taken Michel Martelly. I hope that President Martelly and his advisors are not wasting time trying to take pictures with President Obama in order to embellish their offices. The issues facing the Haitian people are too dire and too serious for political novice and stars struck political advisors.

Neither Martelly nor his advisors have the requisite knowledge and experience to put Haiti back on the right track. Since Martelly's inauguration, there has not been one policy development; no concrete plan to remove the victims of the earthquake from the inhuman situation in which they live. Martelly promised free education to all Haitian children, but yet none of his advisors have been able to develop up an education plan or policy on how he will provide the education and pay for it. Thus far, Martelly has instituted an illegal tax of a $1.50 on each transfer and telephone call to Haiti, but there has been no report about the amount of money collected and who is in charge of overseeing the funds. Shortly after he was sworn in, the Haitian Parliament passed a new amendment to the Haitian constitutions given the diaspora the right to participate in the political process of their country and Martelly refused to publish the new amendment in the Monitor. On the wake of the brutal sexual assault of Johnny Jean by five Uruguayans officers, Martelly went to the United Nations to request that MINUSTAH's mandate be renewed; but Martelly thus far has been unable to articulate a reason why MINUSTAH needs to remain longer, or any plan to train the Haitian police force to take over from MINUSTAH. Martelly in his cronies have accomplished nothing more than infighting within the administration among the many ignoramus.

I commended the Haitian Parliament for standing up for the Haitian people. I congratulate the chamber of deputies for voting overwhelmingly for Dr. Conille. As the Haitian senate is poised to consider his nomination, I urge them to confirm Dr. Conille. Dr. Conille is a leader in the truest sense of the word that will deliver for the Haitian people. He has proven himself to be a great thinker, a courageous leader, a technocrat and a trusting person. We know the situation in Haiti is precarious, we know in the best time Haiti may prove to be a hard place to operate. As Henry Kissinger said: "Leaders cannot create the context in which they operate. Their distinctive contribution consists in operating at the limit of what the given situation permits." I believe that this quote is not applicable to Dr. Conille, and that he will not only operate within the limit of a given situation, but unlike Michel Martelly this man has the intellect, the vision to put forth an agenda that will make all Haitians proud.
