La Direction Générale de l'Institut du Bien-Etre Social et de Recherches (IBESR), suite au rapport du Service des Œuvres Sociales en date du 25 novembre 2013 établissant que les enfants placés sous votre garde, en violation des décrets du 22 décembre 1971 et du 4 novembre 1983 et allégations persistantes d'abus, sont dans une situation de vulnérabilité et d'insécurité.
