Catholic priest from Maine avoiding questions   Questions are being asked of a Catholic Oblate priest who heads an orphanage in Haiti.   Child protection advocates want to know why Rev. Marc Boisvert, OMI, founder of Pwoje Espwa Sud, an orphanage that cares for 800 children in Les Cayes, Haiti, allowed two men to come to Haiti and present themselves as "Franciscan Brothers" when, in fact, the group they belong to is not recognized by the Franciscan Order, the Vatican, nor the Diocese of Albany.   Questions have been raised as to why one of the men, Brother Robert-Anthony Campbell, FSD, put his hands all over the naked body of an 11 year-old boy while "showering him (the boy) from head to toe," shampooing the boy's hair and helping the boy get dressed.   Was a criminal background check completed before Campbell arrived in Haiti.   Where is Campbell now?   Rev. Boisvert, a native of Lewiston, Maine has shut down all communication and refuses to address concerns about the safety and well being of children at Pwoje Espwa in light of revelations about Brother Campbell's actions. ___________________   May 24, 2011     Paul Kendrick Road to Recovery, Inc. Box 279 Livingston, NJ 07039'   Dear Mr. Kendrick:             I received your recent Email and would like to respond to your inquiry regarding the allegations of sexual abuse involving Brother Robert-Anthony Campbell, FSD, a member of the Franciscans of San Damiano and the assumed relationship of the community with the Diocese of Albany.   1.)  The Franciscans of San Damiano began as a group of lay faithful who sought to receive official recognition from the Diocese.   2.)  Because the group was having difficulty defining itself, we asked the Conventual Franciscan Friars, whose Provincialate is located in our Diocese to work with them and help them clarify their mission.  They graciously established a covenant relationship with the group and assigned a priest to work with them.   3.)  After a period of time and dedicated effort, it became obvious that they had internal difficulties which were not able to be resolved.   4.)  As a result, at their Provincial Chapter, the Conventual Franciscan Friars terminated the covenant relationship they had established with the Franciscans of San Damiano.   5.)  The stability of the group was further eroded when four men who left the community established a new group called the Penitent Brothers of St. Francis.  This separation raised even more serious questions regarding the stability and clarity of the mission of both groups.   6.)  As a result, in a letter dated February 21, 2007, Bishop Howard Hubbard sent both groups a letter which stated:   "Although any Christian is free to form an association with other Christians, there has never been any canonical status granted by the Diocese of Albany to the group known as the Franciscans of San Damiano.  In addition, there has never been any official recognition of the newly formed Penitent Brothers of St. Francis.  It seems both groups are lacking in stability and neither should have diocesan sponsorship. ''             The Franciscans of San Damiano are not a religious institute recognized by the church.  They are not listed in the Albany Diocesan Directory or the Kenedy Directory.  No canonical status for the group was ever approved or granted by the Diocese.              I hope this information has been helpful.  I certainly commend you for your efforts to protect those members of our society that are most vulnerable.
