Transparency International places Haiti as the fourth most corrupt country in the world. (C) SUMMARY: CEP officials confirmed that they would accept all the recommendations of the Report of the OAS for the presidential election held on November 28, 2010. - – - – - – - – - – - – - – - – - – - – - – JUDE CELESTINE GOES THIRD PLACE - – - – - – - – - – - – - – - – - – - – - - 2. (C) The CEP even accept the recommendation that "the candidate who finished third [Michel Martelly] go to second place, and the candidate who finished second [Jude Celestin] go to the third place." Thus, Jude Celestin, the official candidate nominated by President Rene Preval, indeed would be out of the presidential race. 3. (C) The report of the OAS Special Committee also recommended several structural and organizational changes for the second round, which would also be implemented by CEP. 4. (C) CEP sources said they were willing to comply with the recommendations of the OAS as they reflect the popular will, it was known from the beginning. The sources asked to remain anonymous for fear of repression by the authorities. 5. (C) It is expected that in the coming days the PSC issued a new timetable for the runoff election between Mirlande Manigat and Michel Martelly. According to the sources of the CEP, the second round should be no later than the last Sunday of February. 6. (C) Manigat won first place in the first round, making it a favorite to win the victory in the second round, where they would face Martelly. (C) Another uncertainty is what will define on 7 February, when the Haitian Constitution clearly states that the President should leave office on that date. It is speculated that, once having stabilized the political situation, it could reach an agreement that President Preval remained in power until May 15, when they meet five years of government.
