(OCAPH) which is the Citizen Action Observatory of the National Public Sector Authorities, Government, International Agencies and NGOs; was created by a group of concerned citizens after the catastrophic earthquake of January 12, 2010 to monitor Aid to Haiti notes the decision of public authorities to adopt emergency legislation which will be effective during the next 18 months.
The Centre once again, expresses concern about the weaknesses of structures and mechanisms as well as the lack of clear communication with regards to the allocation and management of international aid to Haiti. As of consequence these faults produces a lack of transparency that will be critical to overcome over the next 18 months during which billions of dollars will be spent in the name of the Haiti and its people.
The Observatory engages in its civic responsibility and duty to strengthen the above mentioned structure; but specifically looks to lend its support to the executive structures of the Superior Court of Account, and Unit of Fight against Corruption (ULCC) giving these institutions the means necessary for them to play their respective roles during the period.
1. that a report evaluating the actions undertaken during the period of emergency be published 90 days after the disaster of January 12.
2. A detailed plan of the Reconstruction program is presented to the nation. What programs and projects that the executive branch of Haiti and representatives of the international community intends to develop with the establishment of the Interim Committee for the Reconstruction of Haiti (HRIC) are presented with and disclose the involvement of Haitian civil society.
